									<p>I have been happily and successfully involved in the Business world for many, many years and I often wonder why I chose the industry that I served and whether my life would have been different if I had gone in a whole new direction.</p><p>The assessment of employment or even your life’s work is always based on experience, and this sounds like a wonderful value, but it is like embarking on an almost endless cycle of events, for how do you get experience in work or in life if there is not the place to start and gain this knowledge.</p><p>Vocational Skills are in very short supply currently and with some 600,000 people leaving the world of work, post pandemic and taking early retirement, the cost of employment is rising, and Businesses are seriously considering how they can protect and project their organisations into the future. I often smile at Companies so willing to pay huge recruitment fees for ready made staff, but not considering the opportunities that now exist to take the next steps to select their employees of the future and support the next generation into the world of work, or even their employment.</p>								</div>

									<p>Being compared with only part of a salad was a little unfair on Liz Truss our shortest serving Prime Minister. As reality emerges from the Covid nightmare and the post Brexit light is cast across the United Kingdom, we appear less United than we once were as the stark reality of low productivity, the effect of quantitative easing and seizing control of our own destiny, casts a shadow upon the direction we take next.</p><p>Whilst Lord King a former Bank of England Governor has stated that all major central banks have been slow in raising interest rates, the Fed have led the way in creating a US dollar strength to the detriment of Sterling and the cost of imports are rising with a corresponding impact on inflation, creating the cost of living squeeze we now experience. The current level of inflation set at 10.1% almost 5 times the target required of the Bank of England. This virtuous circle of events does not create the best environment to boost productivity and grow the economy as the missing link remains the incentive to do so which is still broadly lacking.</p><p>“We set out a vision for a low-tax, high-growth economy,” said Liz Truss, in her resignation speech. “I recognise, though, I cannot deliver the mandate on which I was elected by the Conservative party”.</p><p>It was a brave attempt by LT and KK to address this aspect and as you will see from the graph below, UK average mortgage rates were rising long before the now historic “fiscal statement”.</p>								</div>

									<p>When you remove the reliance on gold reserves to support the value of your currency and allow all major currencies to float freely on their own printing press, you merely create an economy which is at the beck and call of its major creditors and sadly these same creditors are truly out of touch with the needs of the local economy and are merely margin managers of the UK PLC balance sheet which currently projects a less appealing outcome. Add to this a desire to remove the stress, related to energy cost manipulation to our households by you know who, and the balance sheet looks even less inspiring. Hence why the “fiscal statement” provided the opportunity for the worlds opinion to focus on what appeared to be poor management of the economy in the hands of a new Prime Minister and her Chancellor.</p><p>So, what happens next. We now have the “eat out to help out” Chancellor in post as Prime Minister and we have witnessed the virtually entire erasure of the fiscal statement with Jeremy Hunt as the current Chancellor promising a tightening of public spending or “CUTS” for short. This revelation appears to have had no significant effect on the bond and long-term interest rate markets whatsoever other than to stabilise them. This attitude will almost certainly act as an impediment to the grow, grow, grow stance a direction that the economy has most certainly got to take now.</p><p>Gone are the Corporation Tax and Higher Rate Taxpayers rate reductions sending a message once more to the wealth creators that your time is not now. As with all Governments spending, this will continue at pace and the business community are expected to deliver on Government excesses.</p><p>Against this uninspiring outlook the hatches will be battened as we await the storm on the horizon.</p>								</div>

									<p>Some will say that the recent fiscal statement was nothing more than an ill conceived and rushed attempt at exciting the electorate and it must be said that it all appeared very much like a fire sale delivered by the Chancellor in just under 30 minutes. However, there is no doubt that Kwasi Kwarteng is an exceptionally bright young man and in truth there was nothing unexpected when you read the book he co-authored with Liz Truss, Dominic Raab, Priti Patel, and Chris Skidmore which was released in 2012 titled “Britannia Unchained”.</p><p>The text sets out their vision for the United Kingdom&#8217;s future as a leading player in the global economy, arguing that Britain needs to adopt a far-reaching form of <a href="https://en.m.wikipedia.org/wiki/Free_market">free market economics</a>, with fewer employment laws and suggesting the United Kingdom should learn lessons from the business and economic practices of other countries, including Canada, Australia and the <a href="https://en.m.wikipedia.org/wiki/Tiger_economy">tiger economies</a> of the Far East like Taiwan, Hong Kong and Singapore.</p><p>This fiscal statement re-established the entrepreneurial landscape of the UK electing to encourage aspiration and was a blatant attempt to boost productivity and the GDP of the UK. It’s delivery on the morning of the 23rd of September 2022 was met with a grimace from the money markets with a 3.5% reduction of the pound versus the US dollar and placing pressure on the Bank of England to further hike interest rates to reduce inflation.</p><p>It marked a clear departure with the staid and unexciting economics and politics of the past and sets out a clear intention that the UK will maintain and improve its position in the world by being a major exporter and home to financial markets worldwide. The intended drop in the value of the pound moves Sterling closer to parity with other major currencies. It removes the benefit of a strong currency related to imports and creates a hugely competitive currency for exports. Governments have for certainly the past 30 years, singly benefited from the rise in Asian productivity and their desire for international inclusivity which with their low production costs have controlled the march of inflation but has forced our nation of shopkeepers to focus on overseas supply routes and less on the home-grown variety. In fact, I was staggered to hear Labours, Stella Creasey MP, argue in favour of European supply networks when quite simply our membership of the EU this past 43 years has simply stolen employment opportunities from the working man.</p><p>Brexit and concerns related to manufacturing control and security linked to China are the game changers in what is fast becoming a nationalist world. The support for Bankers was also clearly calculated. Removal of Prime Ministers aside, our nation is a glowing example of democracy at work and a safe haven for investment and it is better to have Banks and Bankers domiciled in the UK enjoying the relative security of a safe environment for investors. You would want as many as possible considering the sound investment opportunity that the UK represents as the country post Brexit, sets sale on a new nationalist manufacturing tide.</p><p>The cost-of-living crisis has clearly been addressed with the energy cap announcement and a weak sterling exchange rate will unquestionably impact import prices which will impact food and clothing costs and filter through to an unfavourable impact on wage packets. But we must not forget the 1.3 million jobs on offer by businesses, for the first time higher than the level of unemployment set against the number of welfare claimants and the need to encourage employment over welfare. Equally grotesque is the way in which the desire by the UK government to support civilians in this way was used by a Chinese Ambassador to justify their treatment of the Uighur people in China. I am sure that it is now desired that a growing, vibrant, low tax economy, would serve to encourage people into work and reduce the cost of welfare to the country.</p><p>It’s also important to recognise that Prime Minister Cameron created the opportunity for a Nationalist UK mindset by opening the doors to Brexit, Prime Minister Johnson in the eyes of the electorate got that job done and it is hoped that Prime Minister Truss will unleash the potential that our own destiny in the World now provides. Crazy fiscal statement or considered economic judgement, history will always be the judge of that, but just as Keynesian Economics has made its way through the politics of the past Kwasinomics could equally be seen as responsible for setting this country on a new road to our future.</p>								</div>

									<p>I recently visited a National Trust property with a Victorian kitchen and was surprised to see how labour intensive the world was back then, especially in the clothes washing department of a major household. What a difference a modern washing machine makes to our wardrobe in keeping our clothes clean and colour fast and a modern oven or microwave delivers to the way in which we cook our food. Can you imagine a world without these modern conveniences?</p><p>Strangely and believe it or not it is quite a possibility.</p><p>The World is changing fast around us, and it is quite alarming how noticeable, small but hugely important changes are taking place. Could you ever believe that second hand cars are worth more today than say three years ago? The availability of computer chips is adversely affecting the supply of new vehicles and car dealers are desperately searching for low mileage, 3-year-old used cars to fill the gap in supply, caused by a very constrained supply of semiconductors and this is also influencing modern household appliances.</p><p>The concern with supplies has troubled the USA so greatly that on July 28, 2022, the House passed the “Creating Helpful Incentives to Produce Semiconductors (CHIPS)” Act, clearing the way for the President’s signature. The Bill authorises more than $200 billion in federal funding to promote domestic semiconductor production. However, of the $200 billion authorised, only $53.7 billion will be immediately appropriated, with the remaining funds requiring further congressional action. Another key aspect of the Act, to provide the incentive for domestic production, is the further creation of a 25 per cent tax credit for investments in semiconductor manufacturing. The CHIPS Act is a clear undertaking to tackle the shortage of semiconductors in recognition of their importance to society.</p><p>I am old enough to remember the OPEC imposed oil crisis of the 1970’s and the troubles created by the soaring cost of petrol, witnessing petrol filling station queues and rapidly rising costs and a government at the time stating that they would never again be held to ransom in this way. Yet here we are once more, playing the piper to the Putin tune whilst he wages war with an independent country at the same time as benefiting from the rapidly rising cost of natural gas, something that Russia has in great abundance.</p><p>Whether it is semiconductors or natural gas the world had clearly grown very comfortable with trade across the globe, and it is not that long ago that gas pipelines from Russia and low-cost semiconductors from China were welcomed, but the changing geopolitics and level of inter-continental trust, seem to be making it clear that our world is not as safe as we all once thought.</p><p>It is time for our government to take responsibility for key aspects of modern-day life and not simply devolve the cost for global irresponsibility to the people. As Boris Johnson has recently quite rightly stated the war in Ukraine involves the rest of the World, as we suffer the pain of increased energy costs immediately and the imposition of restrictions upon our freedoms.</p><p>Just as much as Covid, a battle with infection created the circumstances for Furlough, disturbances in essential supplies rest with central government to resolve and recognise as significant to the society we cherish today, and it absolutely remains the government’s central responsibility to smooth out the bumps in the road ahead. Labour leader Sir Keir Starmer seems to recognise this responsibility with his proposal that the Government takes responsibility for the full cost of the energy price cap, whilst Tory leader candidates and a consequent future Prime Minister, tiptoe around the subject in the margins.</p><p>When the Chips are down, bold actions across the world are required.</p>								</div>

									<p>The government introduced its long awaited Commercial Rent (Coronavirus) Bill (“the Bill”) and Code of Practice (“the Code”) on 9th November 2021 for issues relating to commercial rent arrears as a result of the pandemic.</p>
<p>At the beginning of the pandemic, in order to protect businesses forced to close during the pandemic, the government imposed a moratorium on commercial landlords evicting commercial tenants who were unable to pay their rent.</p>
<p>Alongside, restrictions stopped landlords seizing goods in lieu of rent, and businesses in rent arrears were protected from insolvency proceedings by their landlord.</p>
<p>The Bill and Code apply to all commercial leases held by businesses with rent arrears caused by the impact of the pandemic within a ring-fenced period and apply across the United Kingdom.</p>
<p>The main purpose of the Bill is an introduction of statutory arbitration between landlords and tenants in relation to a debt of rent arrears. “Rent” is defined in the Bill as any amount payable by the tenant to the landlord and includes not only the rent but also service charges and interest on any unpaid amount.</p> 
<p>This is all focused on supporting the wider economy by encouraging landlords to look at the longer-term benefits. Landlords are being encouraged to reach a negotiated settlement, rather than issue proceedings, if that will help protect the viability of the tenant’s business, but this isn’t a blank cheque for tenants wanting to withhold rent on commercial premises: if they are able to pay, they are expected to do so.</p>
<p>Also, it relates to specific ring-fenced periods and sectors. Where a business was able to continue trading, such as pharmacies, they will not be covered by the proposed legislation, although each situation will be judged on a business-by-business basis, as not all tenants will fit neatly into the sector-related time restrictions outlined in the code.</p>
<p>Arbitration will apply only to arrears which relate to periods of mandated closure, meaning that where there has been any gap in payment it is important that landlord and tenant are clear about the period that any subsequent rental payment relates to.</p>
<p>If a date within the ring-fenced period is not specified for any such payment, then it will be treated as outside the scope of the arbitration process. However, the government is encouraging use of the Code by landlords in resolving all rent arrears, whether or not they fall inside the scope for arbitration, rather than by issuing proceedings.</p>
<p>The Commercial Rent (Coronavirus) Bill will formalise the code of conduct by setting out a binding arbitration process for rent arrears accrued during the pandemic where tenants are unable to reach a negotiated agreement with the landlord.</p>
<p>To allow time for the legislation to be introduced, protection from eviction for commercial rent arrears will remain in place until 25 March 2022.</p>

									<p>As individuals and businesses become increasingly aware of the conversations being had about sustainability and the environment, many are considering how they can make greener choices.</p>
<p>One subject that we recurrently find ourselves engaging with employers and directors about, given the Government’s commitment to ban all sales of petrol and diesel vehicles by 2030, is switching to electric vehicles (EVs) and the tax implications of doing so.</p>
<p><strong>Incorporating EVs into your business</strong></p>
<p>Employers often opt to offer EVs to their workforce via a salary sacrifice arrangement. In principle, the employee pays for a particular benefit (in this case, an EV) by sacrificing a slice of their salary. Provided in this way, EVs are considered a Benefit-in-Kind (BiK) but do attract a preferential rate of tax.</p>
<p>Unsurprisingly, lower CO2 emissions result in more significant tax savings.
The tax charge for solely electric cars is currently 1% for the 2021/22 tax year and will go up to 2% for the 2022/23 tax year. Compared to the 14% that vehicles emitting 1-50 CO2 (g/km), with an electric mileage range of &lt;30, will pay in 2022/23, you can appreciate that 2% piques interest.</p>
<p>When considering EVs, it may also be worth getting to grips with the optional remuneration rules, and how these may or may not impact you.</p>
<p><strong>Other tax implications and practical considerations</strong></p>
<p>If you are thinking about replacing your own petrol or diesel vehicle, or those within your business, with an EV/s, it’s worth bearing in mind the following points:</p>
<ul>
<li>You cannot claim VAT back on vehicles purchased by your company, unless 100% business usage can be proven. However, 50% of the VAT on leasing payments can be claimed back, even in cases where the vehicle is not used solely for business purposes.</li>
<li style="padding-top: 8px;">The electricity consumed to charge an EV, if provided to an employee at no cost via a point at or near the workplace, is not considered a taxable benefit.</li>
<li style="padding-top: 8px;">New and unused pure zero-emission cars and vans qualify for 100% first year allowance (FYA), in respect of capital allowances, with no upper constraint on value. Furthermore, the temporary ‘super-deduction’ affords for a 130% FYA on qualifying electric charging points, used within the business for EVs, until March 2023.</li>
<li style="padding-top: 8px;">As of December 2021, the Government’s Plug-in Car Grant, which will be available until 2023 and should be applied for automatically by the car dealership in question, provides a £1,500 contribution towards pure EVs priced under £32,000.</li>
</ul>
<p style="padding-top: 10px;">Obviously, all of the tax advantages do not take account of the fact that it’s an electric vehicle and may have some limitations; for example, the vehicles range, time taken to charge, and the availability and installation of charging points are all important considerations. From discussions that we have had, we also know that cost and availability of vehicles are two significant drawbacks, presently.</p>

									<p>There is the expression “keep your friends close and your enemies closer still” that must now haunt Boris Johnson as one by one, various headline grabbing MPs, lined up to deliver their resignations on a Monday and declare their interest in the Prime Ministers role on the Friday.</p><p>General Elections are won or lost by political parties, firstly by the choice of the personality at the top, their politics and promises to the people and then the local MP that carries the party consensus locally.</p><p>When a Prime Minister is overthrown by their political party, the essence of this decision should, in my humble opinion, be placed before the country once again and a general election called as a result. I fully understand the mechanism we are about to witness in times of a Prime Minister&#8217;s ill-health, but for what we have now seen, we should insist on the country making its decision once more.</p><p>The country will remember Boris for getting Brexit done and as a result being able to deliver life and economy saving vaccines 4-6 months earlier than the European Union. They won’t forgive him for Partygate or for the various untruths uttered by him at various times, which may have been due to wonton lying, poor recollection or simply poor advice.</p><p>We are now moving our country the “Mother of Democracy” to the least democratic situation ever by allowing a political party with some 358 MPs, to decide on the person that will be our new Prime Minister for the next 3 years, replacing the votes and the decisions of some 47,600,000 voters in the electorate.</p><p>The Tory party can decide who leads them next, but let the Country decide which party and leader takes the role of Prime Minister.</p>								</div>

Our guest speaker was Ian Michell, Group Technical and Procurement Director at Stevenage-based Flamingo Group International (FGI), one of the largest specialist agribusinesses in Europe. <p>FGI is a market-leading business in the UK and European horticulture market that delivers quality flowers, produce and plants to UK major retailers and online home delivery retailers from their farms in Kenya and Ethiopia and a trusted network of global partner suppliers.</p>
<p>FGI currently employs just over 24,000 staff globally, and the business was recently awarded the Gold Standard from One Carbon World for achieving carbon neutrality on their vertically integrated farming, supply, and distribution.</p>
<p>FGI has been selling Fairtrade flowers and produce since 2007 and has contributed over $10m to community projects and support in Kenya and Ethiopia for the education, health and welfare of the communities surrounding their farms.</p>

									<p>On the 21st of June 2021, I wrote my editorial “will we face redundancies or resignations” which you can read here: <a href="https://biz4biz.org/will-we-face-redundancies-or-resignations-with-the-removal-of-furlough/">https://biz4biz.org/will-we-face-redundancies-or-resignations-with-the-removal-of-furlough/</a></p><p>Since this article, much of what I predicted has come to pass and as expected a major recession is now on the horizon with inflation exceeding the official level of 11 per cent and is probably closer to 20 per cent in the real world.</p><p>We have all heard about the energy crisis and the impact of the war in Ukraine on gas pricing. The truth is that successive governments over the past 25 years have all failed to take effective action in delivering our infrastructure for energy, believing that the long grass is the best place for any decision. Scared to consider nuclear, following Chernobyl and Fukushima melt downs and concerned about fossil fuel impact on the climate the best decision to make, was no decision at all and here we are facing the worst of all worlds in energy independency terms.</p><p>Simply announcing a desire to build eight nuclear power stations may be an excellent step in at least “a” direction. None of us want to spend our evenings sat in the dark as we did in the 1970’s or be unable to heat our homes or cook food. This is a basic need that we all have, and Governments are responsible for providing this support to the very fabric of our lives, but how?</p><p>We are reliant on either Chinese, French or American technology to build nuclear power stations and we hear that Rolls Royce might also have the technological know-how. I am sure you have an opinion on which one you would support. But here we are with various businesses experiencing major staff shortages and where is the labour coming from to build such projects?</p><p>The pandemic has forced many to consider their quality of life and the state created the right strategy in supporting businesses at the appropriate time but many older workers unhappy with the early mornings and the late evenings way of life, started to experience the importance of “time” versus “work”. Many employees embraced the home working options the pandemic provided and many now see this as the only way that their employment will be structured in the future. This as I predicted last year has placed employers under pressure to consider change and has likely encouraged manual workers who were unable to take advantage of home working to consider new careers that can.</p><p>We have in the UK a rich tapestry of different people from various backgrounds that make our society equally rich in capability and unfortunately the Blair government particularly with their mantra that everyone should go to university, has demonstrated a basic misconception that every form of employment requires someone with a degree. It’s great today to see that Universities are now offering Degree Apprenticeships which firstly mean students are freed from Student loans and secondly enables the qualifications provided to harmonise with the employer’s needs. But what about the Vocational Skills required? I have written about the unfairness of Maths and English GCSE’s preventing apprenticeships here <a href="https://biz4biz.org/is-it-schools-or-the-system-of-qualification-failing-our-children/">https://biz4biz.org/is-it-schools-or-the-system-of-qualification-failing-our-children/</a> and I am delighted to see the announcement by the Skills Minister Alex Burghart that this has now been taken into account where he states</p><p>“We are changing English and Maths requirements for those Level 2 apprentices who start with the lowest level of prior attainment in English and Maths. People who start a L2 apprenticeship without L1 English and Maths will no longer need to automatically attempt L2 English and Maths tests to complete their apprenticeship. It will mean that thousands of L2 apprentices can focus on securing a L1 English and Maths qualification with only those who are ready to take the Level 2 tests attempting them.”</p><p>This is truly a bold step in exactly the right direction to engage more people in Apprenticeships, but what are we able to deliver in our Schools and Colleges that would make a fundamental difference to the skills base that we need, following the decisions made by workers leaving their roles, post pandemic. Personally, I believe we should start by attracting the Skilled operative that has decided to retire early and encourage them into our classrooms to help train those that are starting out. The Skilled technician still has a role in training others, and we need a scheme to attract these people into the training workplace. We already have the courses available to help them understand the teaching process, but we need incentives to capture their skills for the greater good.</p><p>We also need a very clear understanding of the actual skills required across the country where there will be a serious shortage and a clear programme of resupplying the workforce with these skills such that we do not experience a prolonged shortage. I feel that we will need to see the re-emergence of Skills Training Centres across the regions to make further inroads into these. We also require a recognition by government that the cost of provision of vocational skills is often 2 to 3 times greater than a classroom-based qualification, so that Colleges are encouraged to promote these courses and recover the cost for doing so.</p><p>We have the opportunity with Ministers willing to recognise change and we have the perfect narrative around the concept of “Levelling Up”. Now is the time to make a difference.</p>								</div>
